Hibarigaoka Public Housing Complex Regeneration Project (Citizen-Public Partnership Model). This initiative revitalizes a 1959-built large-scale housing complex (2,714 units) in the lush Musashino area spanning Nishitokyo and Higashi-Kurume Cities, Tokyo. The urban development concept—"Hibarigaoka ~ A City Connected by Greenery and Community Life"—adopts "Relation" as its design keyword, preserving cultural and ecological heritage while fostering connections with neighboring districts. As Phase 2 of the regeneration, this block integrates three adjacent neighborhoods with landmark facilities and parks to create a walkable urban network. A community park (connected to existing green spaces) is integrated, with an entrance approach framing views of a central courtyard that evokes Musashino’s greenery. The entrance design uses light installations to guide circulation, enhancing spatial orientation and immersion.
